केंद्रीय मंत्री डॉ. जीतेन्द्र सिंह ने मई में घोषणा की थी कि अराजपत्रित पदों के लिए प्रस्तावित कॉमन एलिजिबिलिटी टेस्ट (सीईटी) इसी साल से होगा और वर्ष 2022 की समाप्ति से पहले इसका आयोजन होगा। बजट 2020-21 में नेशनल रिक्रूटमेंट एजेंसी (एनआरए) की स्थापना की घोषणा की गई थी। नॉन गजेटेड पदों के लिए कंप्यूटर बेस्ड ऑनलाइन परीक्षा, सीईटी आयोजित करवाने के लिए एक आत्मनिर्भर व विशेषज्ञ सस्थान के रूप में एनआरए को विकसित किया जाना था। लेकिन 2 साल बीतने के बावजूद इस सिलसिले में प्रक्रिया आगे नहीं बढ़ी है। न तो अब तक परीक्षा की तारीख आई है और न ही इसका पैटर्न घोषित किया गया है। एजुकेशन एक्टिविस्ट विवेक पांडे द्वारा लगाई गई आरटीई के जबाव में एनआरए ने बताया है कि सीईटी के लिए सिलेबस, एग्जाम पैटर्न और परीक्षा की तारीख अभी निर्धारित होनी बाकी है। इस एजेंसी की स्थापना के लिए 2020-21 के बजट में 58.32 करोड़ की राशि जारी की गई।
NRA CET 2022 (एक देश- एक परीक्षा)
A National Recruitment Agency is a proposed agency by Narendra Modi government. The government has decided to take a single computer-based preliminary examination for all non-gazetted government posts. The agency is ready to monitor activities of the Common Eligibility Test. Currently, Aspirants have to appear for a complex process of examination for all the exams. It is very time consuming and a long procedure. The government is trying to simplify the exam process for over 2.5 crore candidates. The government is taking one single exam for Group B and C posts. NRA would change the way candidates appear for the examinations for various RRB, SSC and IBPS jobs. Candidates who qualify this Common Entrance Test (CET) NRA CET 2022 can apply to any recruitment agencies for a higher level of examination. The score will be valid for 3 years during which a candidate can apply for jobs in different sectors depending upon his/her aptitude and preferences.
National Recruitment Agency (NRA)
The Union Cabinet has approved the setting up of National Recruitment Agency (NRA) that will be responsible for conducting Common Eligibility Test (CET) for selection to non-gazetted posts in the central government and public sector banks. According to the NRA, There will be a single entrance examination for all non-gazetted posts which are Group B and C posts.
List of Exams To be Conducted By NRA
The NRA will initially aim at replacing the preliminary exams of 3 agencies namely the following:
- Staff Selection Commission (SSC) which includes SSC CHSL, CGL, Steno Group C, D, JHT, etc.
- Railway Recruitment Board (RRB)
- Institute of Banking Personnel Selection (IBPS) which includes Clerk, PO
The UPSC or Union Public Service Commission will not come under NRA. UPSC conducts the recruitment examinations for Group A and Group B posts. These examinations do not come under the ambit of NRA.

- NRA will conduct the Tier-1 examination- Common Eligibility Test, CET that will be an online examination.
- Single exam will be conduct for IBPS, SSC and RRB initially. This will be the preliminary Exam.
- The CET score will be valid for three years from the date of declaration of the result.

Q. 1. राष्ट्रीय एजेंसी कौन- कौन सी परीक्षाएं कराएगी ?
Ans. स्टाफ सिलेक्शन कमीशन (एसएससी), सभी रेलवे भर्ती बोर्ड और इंस्टीटूट्स ऑफ़ बैंकिंग सर्विस पर्सनल (आईबीपीएस) द्वारा गैर तकनीकी पदों के लिए ली जाने वाली सभी परीक्षाएं अब यही एजेंसी कराएगी। भविष्य में लगभग सभी एजेंसियां इससे जुड़ जाएंगी।
Q. 2. क्या राज्य की एजेंसियां इसमें शामिल नहीं है ?
Ans. अभी सीईटी के स्कोर का इस्तेमाल उक्त 3 प्रमुख एजेंसियां ही करेंगी। कुछ समय पश्चात केंद्र की अन्य भर्ती एजेंसियां भी ऐसे अपना लेंगी। सीईटी का स्कोर केंद्र, राज्य और निजी क्षेत्र की भर्ती एजेंसियों के साथ भी साझा होगा।
Q. 3. क्या एनआर ए द्वारा संचालित सीईटी Qualify करते ही नौकरी पक्की हो जाएगी ?
Ans. अभी ऐसा नहीं होगा, लेकिन भविष्य में ऐसा संभव है। सीईटी अभी सिर्फ टियर-1 परीक्षा है। यानी यह सिर्फ स्क्रीनिंग/ शॉर्टलिस्टिंग के लिए है। सीईटी में शामिल कोई भी परीक्षार्थी वेकन्सी के अनुसार अगली उच्च स्तरीय परीक्षा के लिए सभी एजेंसियों के पास आवेदन कर सकेंगे। सीईटी स्कोर के आधार पर ये एजेंसियां अलग से टियर -2 और टियर-3 की स्पेशलाइज्ड परीक्षा का आयोजित करेगी। हालाँकि, कुछ सरकारी विभागों ने भर्ती के लिए दूसरे चरण की परीक्षा समाप्त करने और सिर्फ सीईटी स्कोर के आधार पर उम्मीदवारों का फिजिकल और मेडिकल परिक्षण कर नियुक्ति देने का संकेत दिया है।
Q.4. 12वी पास हो या ग्रेजुएट के लिए भर्ती परीक्षा अलग होती है। ऐसे में सीएटी में क्या व्यवस्था होगी ?
Ans. पढ़ाई के स्तर के आधार पर एनआर ए भी तीन स्तर पर सीएटी संचालित करेगा। गैर- तकनीकी पदों के लिए ग्रेजुएट, हायर सेकेंडरी (12वी), और मेट्रिक (10वी) पास उम्मीदवारों के लिए अलग-अलग परीक्षाएं होंगी। लेकिन पाठ्यक्रम एक ही होगा। अब हर साल के लिए अलग-अलग पाठ्यक्रम नहीं होंगे।
Q. 5. सीईटी का स्कोर कितने साल तक मान्य रहेगा। इस परीक्षा को कितनी बार दे सकेंगे ?
Ans. स्कोर रिजल्ट घोषित होने की तारीख से 3 साल तक वैध होगा। उम्मीदवार स्कोर बढ़ाने के लिए बार-बार परीक्षा दे सकेंगे। सीईटी में ऊपरी आयु सीमा मौजूदा नियमों के अनुसार रहेगी। मौजूदा नीति के अनुसार ही एससी/एसटी/ ओबीसी और अन्य श्रेणियों के उम्मीदवारों को आयुसीमा में छूट दी जाएगी।
Q. 6. सीईटी के लिए रजिस्ट्रेशन की प्रक्रिया क्या होगी ? परीक्षा केंद्र कैसे तय किये जायेंगे ?
Ans. उम्मीदवारों को पोर्टल के जरिये रजिस्ट्रेशन करवाना होगा। ऐसी दौरान परीक्षा केंद्र के लिए अपनी पसंद भी बतानी होगी। उपलब्धता के आधार पर उन्हें परीक्षा केंद्र आवंटित किये जायेंगे। सरकार ने देशभर में 1 हजार परीक्षा केंद्र बनाने का लक्ष्य रखा है।
Q. 7. नई व्यवस्था का फायदा क्या होगा ?
Ans. उम्मीदवारों का नौकरी के लिए परीक्षा में भाग लेने और तैयारी में लगने वाले महत्वपूर्ण समय, धन और कठिनाई काफी हद तक कम होगी। सीईटी से भर्ती का साइकिल भी कम होगा। प्रत्येक जिले में परीक्षा केंद्र होने से दूर-दर्ज के क्षेत्रों में रहने वाले उम्मीदवारों तक पहुंच में आसानी हो जाएगी। सीईटी 12 भाषाओं में आयोजित की जाएगी। परीक्षा शुल्क के अतिरिक्त उम्मीदवारों के यात्रा, रहने- ठहरने इत्यादि पर अतिरिक्त खर्च करना पड़ता है। सीईटी जैसी एकल परीक्षा से काफी हद तक उम्मीदवारों पर वित्तीय बोझ कम होगा।
